As it was mainly the cost of Enterprise that was the limiting factor the fact that you can choose either makes it seem like choosing enterprise would be a no-brainer, or am I missing something?

You get to use more than four cores in a vm in the Enterprise edition so I would choose Enterprise. You don’t get to use the licensing of the downgrade version, you use the licensing of the original version. So downgrading from you get to run 2 VMs of your choice on up to 2 physical processors.
